We recently caught up with Emma Jones, Deputy Chief Executive at Stats New Zealand, who is leading the organisation's digital transformation. Under her leadership, Stats New Zealand is navigating technological changes while ensuring the stability, security and long-term growth of its systems. 

Since joining nearly two years ago, Emma’s focus has been on addressing the organisation’s outdated technology.

When I joined, there was a pressing need to resolve our growing technical debt and manage the associated technical risks,” she explains. “Digital transformation must first be about ensuring our platforms are reliable and secure before jumping after new technology trends.”

Emma's strategy involves defining the high-risk systems, either replacing them as a priority or at least conducting interim remediation activities, then building a plan to move to secure, unified platforms. At the same time, Stats New Zealand continues to pursue innovation with a measured approach to minimise risk. 

To gain a deeper understanding of Emma's strategic approach and leadership in driving Stats New Zealand’s digital transformation, here’s what she shared about her work, the challenges and her vision for the future.


Could you share a little about your work in digital transformation at Stats New Zealand? 

At Stats New Zealand, Emma has prioritised resolving outdated technology and stabilising existing systems. “Digital transformation at Stats is not about adopting the latest trends, but ensuring that our platforms are secure, reliable and fit for purpose,” Emma says. 

Her efforts have been focused on consolidating high-risk systems and addressing vulnerabilities to ensure long-term stability. While innovation is essential, it is approached carefully, with attention to minimising risks and building a strong foundation for future growth. 

What is your view on Stats New Zealand's approach to AI, particularly given its role in data ethics? 

As New Zealand’s national custodian of data, Stats New Zealand takes a careful and responsible approach to AI. 

“AI presents exciting opportunities, but our priority is ensuring that data remains secure and is used ethically,” says Emma. 

Machine learning is already being used internally to improve efficiencies, such as reducing the reliance on paper-based data collection. However, Emma stresses that AI’s application will be limited to areas where it is appropriate and safe. “AI can introduce biases, so we ensure it is used cautiously and ethically,” she explains. 

The focus remains on improving internal processes while maintaining high standards of data privacy and ethics, all while considering broader AI applications with care. 


Emma will be speaking at the Government Innovation Showcase Victoria on 28 May 2025, as part of the Digital Services and Customer Experience track.
