The strengthening of national institutions to deliver the SDGs is seen as a priority in many Member States, as shown by their voluntary presentations at the UN high-level political forum on sustainable development during the first three years of SDG follow-up and review. In July 2019, the high-level political forum on sustainable development (HLPF) reviewed SDG 16 for the first time. The forum provided a platform for reflecting on the adequacy and effectiveness of existing societal and institutional arrangements to support the implementation of all the SDGs. The World Public Sector Report 2019 aims to inform that discussion. The report provides an overview of trends in relation to the institutional principles of SDG 16, highlighting developments from past decades and reviewing what is known about the effectiveness of initiatives in these areas in different national contexts. The focus of the report is on public institutions to deliver the SDGs. The report looks primarily at the national level, and international institutions are mentioned only to the extent that they contribute to shape the development of national institutional landscapes.
