As we prepare to host the Government Innovation Showcase, resilience is emerging as one of the most critical themes shaping the future of public service. Few understand that better than Bill Greeves, Industry Executive Advisor at SAP, who will be leading a roundtable discussion titled “Building Resilient State Agencies for the Future.”

A former local government CIO and Deputy County Manager, Bill brings deep firsthand experience in navigating disruption, driving modernization, and helping agencies transform how they serve citizens. Ahead of the event, we sat down with him to discuss what resilience really means in today’s public sector - and how technology, data, and collaboration are shaping the next chapter of government innovation.


Resilience Is About Anticipation, Not Recovery

“Resilience in government is about more than recovering from disruption — it’s about anticipating it,” Bill explains.

Having worked across multiple levels of government, he’s seen how true resilience relies on people, planning, and systems working in harmony. For Florida’s state and local agencies, this means having interconnected systems, trusted data, and flexible processes that allow them to adapt quickly — whether facing hurricanes, cybersecurity threats, or funding shifts.

“In Florida, where natural disasters and rapid population growth intersect, resilience also means continuity of government and essential services,” Bill says. “To me, it’s all about building modern, cloud-based platforms that keep agencies operational and responsive even under pressure — because citizens can’t wait for government to ‘catch up’ when they need help most.”


Technology as a Foundation for Long-Term Sustainability

When asked which innovations are helping agencies prepare for disruption, Bill highlights AI, automation, and predictive analytics as transformative forces — but with an important caveat.

“The real value lies in connecting those innovations through a unified digital core,” he says.

He points to fit-to-standard best practices and modular systems as key enablers for progress, especially as agencies grapple with funding constraints and workforce shortages. Cloud-based platforms, Bill notes, provide the visibility and scalability leaders need to move from reactive to proactive — building sustainability and resilience for the long term.


Turning Data into Actionable Insight

Data integration is another recurring theme at this year’s Showcase — and one that Bill sees as essential to effective governance.

“Siloed data is one of the biggest barriers to good decision-making,” he explains. “Agencies sitting on a wealth of information often struggle to turn it into insight they can act on.”

By unifying data environments and enabling real-time visibility across finances, operations, and constituent needs, agencies can respond faster, plan smarter, and operate more transparently.

“In a state like Florida — where quick, data-driven decisions can determine how effectively we respond to emergencies or economic shifts — integrated data isn’t just a technical benefit, it’s a mission-critical capability.”


Public-Private Collaboration as a Catalyst for Change

Having spent years in public service, Bill understands that transformation doesn’t happen in isolation.

“Public-private collaboration is the key to scaling transformation responsibly and sustainably,” he says. “Agencies don’t just need vendors — they need trusted partners who understand the mission, the constraints, and the stakes.”
