Why good AI can still produce a bad service when the system around it doesn’t provide the context, judgement and accountability people actually rely on.

The model is not the service....

Most government AI assessments still come down to one question: is the model accurate enough? GOV.UK Chat shows why that is too narrow. It used official guidance and tested well, but still produced answers that looked sound and were risky to act on because they missed the bit that changed the outcome. A person answering the same question sits inside a wider service. They can ask another question, check the context, escalate it and remain accountable for what happens next. The model cannot do that on its own. So the real test is not whether AI beats a person on an accuracy score. It is whether the service around it still works when people start relying on the answer.
