In anticipation of the upcoming Innovate VIC Showcase in collaboration with EY, we had the opportunity to speak with the Victorian Information Commissioner, Sven Bluemmel, from the Office of the Victorian Information Commissioner. Mr. Bluemmel has a wealth of knowledge, and extensive experience in senior positions in the Western Australia Public Sector Commission, Western Australia Department of the Premier and Cabinet, and the Commonwealth Attorney-General’s Department.

Question 1: Could you elaborate on the significance of trust and trustworthiness in innovation, as well as suggest ways to encourage it?
The value of innovation in technology is undeniable, yet it is vital to identify and address potential risks and concerns. The recent high-profile data breaches have underscored the importance of trust and its impact on public perception. To ensure trustworthiness, we must consider the long-term implications of data collection and use. If we don’t get this right, we will find it harder and harder to encourage people to provide truthful information in the future.
Our focus should shift towards serving citizens instead of solely concentrating on project or initiative goals. Leadership plays a pivotal role in promoting trust and demonstrating awareness and respect for its role. To avoid heading down a dangerous path, it is critical to empower individuals to speak out.
We must have a sophisticated understanding of the connection between information, technology, citizens, and the state. And I think we do. Therefore, we should draw on this knowledge to promote trustworthiness and ensure that citizens feel safe and valued. Question 2: Are there any noteworthy advancements in the sector that you'd like to mention?
One significant development worth noting is the emergence of generative AI, with Chat GPT being a notable example. It's essential to maintain an open but cautious mind about these advancements. The genie is well and truly out of the bottle, so we need to find the best way of living with it.
Question 3: What aspect of the showcase are you most excited about?
There is always an air of excitement when people gather in a physical space to discuss complex issues, so I am eagerly looking forward to the showcase and the opportunity to be there in person.

The panel will address topics such as the possible appearance of the Victorian Public Sector in the near future and the necessary preparations for effective implementation, abandoning aspects of the current approach post-pandemic to adapt to the changing world, investments in leadership, skills acquisition, and the promotion of digital literacy. Additionally, the panel will examine how tactical tech can balance progressive risk and conservatism while meeting evolving state expectations.
