Across South Australian government, legacy systems still underpin many critical services. Agencies are modernising infrastructure, migrating platforms and improving digital delivery, but cyber risk does not disappear during that process. In many cases, it becomes harder to manage while systems, controls and responsibilities are in transition. That is why modernisation and cyber resilience now need to move together.
Why this matters now
Legacy environments can create obvious exposure, but transformation programs can introduce new risk too. Agencies may be running old and new systems side by side, relying on temporary controls, or stretching teams across delivery, security and operational continuity at the same time. South Australia’s Cyber Security Strategy 2025–2031 reinforces that cyber resilience is a whole-of-government priority. That makes legacy modernisation more than a technical issue. It is now part of how agencies deliver safer, more reliable public services

That challenge sits at the centre of the session “From Strategy to Impact: Delivering SA’s Cyber Security Strategy” at the Government Cyber Security Showcase South Australia.
The session features Sarah Mason, Deputy Director, Cyber Strategy, Policy and Engagement, Office of the Chief Information Officer, Department of Treasury and Finance.
One year into delivery of South Australia’s cyber strategy, this session will examine what it takes to reduce risk while systems, services and agencies continue moving forward. The agenda points to three core themes:
- strengthening cyber maturity while modernisation programs are still underway
- managing risk across ageing infrastructure, legacy platforms and transformation pipelines
- maintaining momentum while balancing delivery, assurance and cross-government coordination.
