Government Innovation Week Federal 2025: Ministerial Address by Senator the Hon Katy Gallagher

Senator the Hon Katy Gallagher delivered her fourth annual address on APS Reform, sharing insights on how the Australian Public Service is evolving to meet the challenges of a rapidly changing world. Central to her message was the role of emerging technologies, particularly AI, in enhancing service delivery—while ensuring that human oversight remains at the core of decision-making.

As Minister for Finance, Women, the Public Service, and Government Services, Senator Gallagher reflected on the progress of APS Reform and the collective effort of public servants across agencies. She acknowledged the contributions of departments, including Finance, Services Australia, the DTA, the Office for Women, and the APSC, whose collaboration has been instrumental in shaping innovative solutions and implementing AI responsibly.

AI to Assist, Not Replace

A key theme of the address was the responsible integration of AI. Minister Gallagher made it clear that while AI tools can improve workflows, streamline processes, and accelerate access to information, decisions about entitlements and payments will remain firmly in human hands.

She highlighted ongoing initiatives within agencies such as Services Australia, where teams are exploring ways that generative AI can help improve efficiency without compromising accountability. These efforts demonstrate a practical, enterprise-wide approach to technology adoption that benefits both public servants and the Australians they serve.

A Vision for a Connected, Innovative APS

The address reinforced the government’s commitment to creating a modern, capable, and trusted public service. By combining reform, upskilling, and safe AI adoption, the APS is positioning itself to be more connected, responsive, and innovative, ready to meet the demands of today and tomorrow.
