Strategic Context

Agencies across Australia and New Zealand are running concurrent change programs spanning service redesign, AI adoption, structural reform and workforce reshaping. Most capability investment has gone to technical and digital skills, yet the harder constraint sits elsewhere. Directors and middle managers are being asked to carry their teams through change where the end state is genuinely undecided, timelines shift with budget cycles, and the answers they are expected to provide do not yet exist. Traditional change management assumes a defined future state and a communications plan to reach it; that assumption no longer holds. Where managers lack frameworks for making and explaining decisions under uncertainty, the cost shows up as attrition in critical roles, stalled adoption of new ways of working, and reform programs that deliver the system but not the behaviour change it depended on. With scrutiny on productivity and delivery increasing, the capability of the management layer is now a delivery risk, not a development nicety.

Key discussion points

  • Diagnose capability gaps beyond the technical: Identify where judgement, decision-making and change-leadership capability are missing in your organisation, rather than defaulting to another round of digital or technical training.
  • Equip managers to lead with incomplete information: Apply practical frameworks that help leaders make defensible decisions and hold credible conversations with their teams while key variables remain unresolved.
  • Sustain performance through high-intensity change: Address the workload, wellbeing and retention pressures that concentrate on the management layer during concurrent reform, before they surface as turnover in hard-to-replace roles.
  • Evidence the return on capability investment: Connect leadership and workforce development to delivery measures your executive already reports on: adoption, productivity, retention and program milestones.

Who should attend

This session is designed for senior public sector leaders accountable for workforce capability, change delivery, transformation programs or organisational performance across state and local government, health and government-owned corporations in Australia and New Zealand.

Why Attend?

Target capability investment where it changes delivery

You will be better placed to direct limited development budget towards the gaps that are actually holding up transformation, and to justify that choice to your executive.

Reduce delivery and retention risk in the management layer

You will be able to recognise where change fatigue and decision paralysis are accumulating among your directors and managers, and apply approaches peers have already tested.

Equip managers with methods they can apply immediately

You will take away frameworks your leaders can use in real decisions and team conversations during change, rather than principles that stay in the workshop.
