[New Report Out] Has your jurisdiction shifted from digital readiness to execution?

As public sector agencies across Australia and New Zealand navigate the next phase of digital transformation, the central challenge has evolved: It is no longer about whether your jurisdiction is prepared for the digital age, but how mature, innovative, and effective your execution truly is.

The just-released 2026 Digital Government Maturity Indicator (DGMI) report, sponsored by TechnologyOne and M&T Resources, establishes the new benchmark for Whole-of-Government (WofG) digital execution across all ten ANZ jurisdictions.

Replacing Intermedium's previous readiness framework, the Digital Government Readiness and Maturity Indicator (DGRMI), the recast 2026 DGMI evaluates jurisdictions across 23 granular criteria to measure real-world impact, scalability, and integration.

The report identifies three major shifts defining this era of public sector digitisation:

  • Strategic Investment Gateways: WofG digital offices are moving from advisory roles to holding formal endorsement authority over technology business cases prior to Cabinet approval.
  • Footprint Rationalisation: Agencies are reducing technical debt and cost by consolidating agency websites into unified WofG portals and leveraging shared assets like the Federal government’s myID.
  • AI Safety: Jurisdictions are implementing WofG risk assessments and governance frameworks prior to deploying AI-supported citizen services.
  • Enterprise Replatforming: Increased focus on cloud-native architectures, a coordinated approach to legacy modernisation, and continuous threat intelligence sharing.

Whether you are seeking to benchmark the progress of your agency of interest, identify capability gaps, or align business cases with overarching WofG priorities, the 2026 DGMI is an essential strategic guide.
