Lunch & Learn: How to Improve Service Delivery Using ICT

Service delivery is at the heart of every council, while ICT has become an increasingly important engine supporting how services are designed, delivered, and improved. Yet for many organisations, the challenge is not a lack of technology. It is making sure technology is connected to the outcomes communities actually expect.

This challenge was the focus of Bhani Consulting’s recent Lunch & Learn session, How to Improve Service Delivery Using ICT, led by transformation advisor SP Singh.

The session explored the “translation gap” that can emerge between what technology is capable of delivering and what service teams and communities actually need. When this gap is not addressed, digital initiatives can become focused on tools, systems, and implementation rather than measurable improvements in service delivery.

A key theme throughout the discussion was the importance of looking beyond technology. Participants explored the relationship between Service → Process → Data → ICT, and how understanding each layer can help organisations make better technology decisions and identify where improvements are needed before investing in new solutions.

The session also introduced the Feedback Loop Formula, highlighting the importance of continuously learning from service performance, user experience, and operational data. Rather than treating digital transformation as a one-off project, organisations can use feedback to identify opportunities, test improvements, and refine how services are delivered.

Another important discussion focused on prioritisation. With limited resources and competing digital initiatives, councils need to distinguish between technology that is simply available and technology that can create meaningful value. The session encouraged leaders to focus on digital opportunities that address genuine service challenges and deliver outcomes that matter to the community.

The discussion challenged the assumption that better service delivery always requires more technology. In many cases, the greatest opportunity may be found in improving an existing process, clarifying responsibilities, using available data more effectively, or better aligning technology with the way services are actually delivered.

For public sector leaders, this perspective is particularly relevant as councils continue to navigate growing expectations for accessible, efficient, and responsive services. Aligning ICT with frontline operations can help organisations make more informed investment decisions while ensuring technology remains connected to real service outcomes.

The session reinforced an important message: ICT should not be the starting point of service transformation. The starting point should be understanding the service, the process, and the outcome you are trying to achieve.

As councils continue to invest in digital initiatives, the ability to bridge the gap between technology and service delivery will become increasingly important. Better alignment can help organisations move beyond simply implementing technology and towards using it to create measurable improvements for the communities they serve.
