Overview

Service blueprints have become a valuable tool for understanding complex services, aligning stakeholders and identifying opportunities for improvement.

But creating the blueprint is rarely the hardest part.

The real challenge is getting it approved, owned, and delivered inside real constraints.

Many organisations are left with detailed maps, valuable insights and long lists of opportunities, yet struggle to answer the questions that determine whether change actually happens:

  • Which problems should we prioritise?
  • How do we move from observations to decisions?
  • Who owns the work once the workshop ends?
  • How do we build alignment across policy, operations, service delivery, digital and ICT teams?
  • How do we secure leadership support, funding and approval?
  • How do we translate blueprint outputs into initiatives that delivery teams can actually execute?

As governments face increasing pressure to deliver better outcomes with limited resources, the ability to move from insight to implementation has become a critical capability. This course is designed for public sector professionals who already understand service blueprinting and want to develop the skills needed to turn blueprint outputs into organisational action.

Participants will learn how to identify the highest-value opportunities, facilitate prioritisation and decision-making conversations, establish ownership and governance, build delivery-aligned roadmaps, and create compelling cases for change that secure stakeholder support and investment.

Through practical exercises and a realistic public-sector case study, participants will apply a Blueprint-to-Delivery Framework that helps bridge the gap between service design and implementation, while ensuring blueprint insights remain connected to decisions, delivery and measurable outcomes over time.

Rather than focusing on creating better artefacts, this course focuses on achieving better outcomes—ensuring blueprint insights lead to decisions, ownership, funding, delivery and measurable improvements.

Who Should Attend?

This course is designed for public sector practitioners who own or lead what happens after a service blueprint is built, including:

Service Designers and Senior Service Designers ready to influence delivery (not just design)

CX / Customer Experience Leads and Managers translating insight into action

Service Delivery and Operations Managers accountable for implementation

Digital Product Managers and Product Owners working on service-facing initiatives

Transformation and Change Leads driving service or digital reform

Policy, Program and PMO practitioners shaping service investment decisions

You’ll get the most from this course if you: Have participated in or led at least one service blueprinting exercise | Are currently working on (or about to work on) translating blueprint outputs into delivery | Have some influence over prioritisation, governance, or stakeholder decisions in your organisation

Also relevant for: Business Analysts | Journey Mapping Leads | Digital/ICT Engagement Leads — especially where they contribute to prioritisation, governance, or implementation planning.

Learning Outcomes

By the end of this course, you will be able to:

Diagnose why blueprint insights stall — identifying which of the four failure modes (decision, ownership, translation, story) is blocking progress.

Convert observations into decision-ready insights and actionable options, with clear root causes, impacts and implementation pathways.

Prioritise initiatives using a repeatable framework that balances value, feasibility, risk, policy constraints and organisational capacity.

Facilitate prioritisation and alignment conversations across policy, operations, service design, digital and ICT teams.

Establish governance, sponsorship and ownership structures that keep work moving beyond the workshop.

Translate blueprint intent into delivery-ready roadmaps, initiatives and backlog items — with traceability back to the original insight.

Communicate a compelling, evidence-based case for change that secures executive buy-in, funding and approval.

Key Sessions

Learning Outcome: Diagnose the common failure points that prevent blueprint insights from becoming organisational action.

Theory

  • The four common blueprint failure modes:

– Insights that never become decisions

– Ownership that disappears after the workshop

– Translation that loses meaning when handed to delivery teams

– Storytelling that fails to secure executive support

  • Why implementation stalls in government environments
  • Organisational barriers, competing priorities and stakeholder dynamics

Exercise

Participants analyse a fictional blueprint scenario and identify:

  • What is broken
  • Why it is broken
  • Which failure mode is occurring

Output: Blueprint Failure Diagnostic

Learning Outcome: Convert blueprint observations into decision-ready insights and actionable options.

Theory

  • Observation vs Insight vs Option
  • Root cause identification techniques
  • Impact articulation and evidence gathering
  • What makes an insight decision-ready
  • Designing actionable options with realistic scope and dependencies
  • Facilitating conversations that move stakeholders from problem identification to action

Exercise

Participants:

  • Identify high-value observations
  • Reframe observations into insights
  • Identify root causes
  • Develop implementation options
  • Consider dependencies, risks and constraints

Output: Decision-Ready Insight and Options Pack

Learning Outcome: Prioritise initiatives and establish governance that supports delivery.

Theory

  • Why prioritisation in government is political as well as practical
  • Balancing value, feasibility, risk, policy constraints and organisational capacity
  • Navigating competing stakeholder priorities
  • Building alignment across policy, operations, service design, digital and delivery teams
  • Governance that enables action rather than creating bottlenecks
  • Sponsorship, ownership and accountability
  • Keeping the work alive beyond the workshop

Exercise

Participants:

  • Prioritise improvement options
  • Facilitate competing stakeholder perspectives
  • Identify sponsors, owners and contributors
  • Design governance checkpoints and decision pathways

Output: Prioritised Initiative Portfolio and Governance Framework

Learning Outcome: Translate blueprint intent into delivery language and communicate a compelling case for change.

Theory

Part 1 – Delivery Translation

  • Blueprint → Initiative → Epic → Backlog → Delivery
  • Maintaining traceability between insight and implementation
  • Outcomes, measures and success indicators
  • Aligning policy, operations, service design, digital and ICT teams
  • Maintaining blueprint relevance and traceability over time

Part 2 – Storytelling for Buy-In

  • Problem → Impact → Options → Recommendation → Ask
  • How executives evaluate proposals
  • Building evidence-based cases for change
  • Securing sponsorship, support and investment
  • Addressing objections and implementation concerns

Exercise

Participants create:

  • A delivery-aligned roadmap
  • A blueprint-to-backlog translation map
  • A one-page case for change

Participants then present their recommendation to a simulated executive sponsor.

Feedback is provided from a decision-maker perspective:

  • Would I approve this?
  • Would I fund this?
  • What evidence is missing?
  • What would make me say “not yet”?

Output

Executive Case for Change

Blueprint-to-Backlog Map

Delivery Roadmap

Wrap-up and transfer conversation

  • Final self-reflection
  • Q&A and discussion
  • Transfer question: What will you do in the next 2 weeks to move from blueprint to delivery?

Take-Home Resources (access)

  • Access to all slides, frameworks and activities from the day
  • Ongoing private access to the Miro boards used in the exercises
