DR. BILL BRANTLEY
President and Chief Learning Officer Brantley Advanced Social Science Applications (BAS2A)
Dr. Bill Brantley has over 16 years of experience in the U.S. federal government and five years of experience in the Kentucky state government. Currently, he is a Senior Training Specialist in the U.S. Navy Inspector General Office. He is the lead instructional systems designer for the introductory Inspections course and consults on redesigning the Investigators course. He is the office expert on learning technologies and learning metrics. Dr. Brantley has given over ten presentations on leadership topics to the 600+ members of the Inspector General Office.
Previously, Dr. Brantley worked at the U.S. Patent and Trademark Office’s Enterprise Training Division, where he was the program manager for the Executive Coaching Program, Career Coaching Program, and the 2020 Leadership Forum. Between 2017 and 2018, he was the program manager for the Aspiring Leader/Individual Leader program and the Supervisor Certificate Program. He was in the Partnership for Public Service’s Emerging HR Leaders program in 2014-2015, the Advancing HR Leaders program in 2018-2019, and was selected for the Excellence in Government program in 2020-2021.
Dr. Brantley is a scholar of leadership theory and development, organizational theory, project management, and communication theory. He has a Ph.D. in Public Policy and Management, a Master’s in Political Management, an MBA in Project Management, and a Master’s in Education in Organizational Leadership, Performance, and Change. Dr. Brantley holds over 50 certifications, including four project management certifications, five HR certifications, and a data scientist certification. He has completed over 150 hours of coaching training from the Neuroleadership Institute, the American Confidence Institute, emotional Intelligence coaching, and the Global Team Coaching Institute. Dr. Brantley is an adjunct faculty member for the University of Louisville (20+ years) and the University of Maryland (7+ years).
He was recognized as a 2019 Emerging Training Leader by Training Magazine for his work in the Enterprise Training Division – specifically the recovery and redesign of the agency-wide Supervisor Certificate Program. The Emerging Training Leader is a national annual award to the top 25 industry, government, and nonprofit training leaders. He is the author of Strategic Career Reinvention: Use a Unique Strategy to Create a Fulfilling Career at Any Age (2022), The Persuasive Project Manager: Communicating for Understanding (2019), and Four Scenarios for the Future of the Federal Government: Collected Essays on Transforming Government (2019).
