Overview

Deliverology® is a methodology for effective program and policy implementation in government. It provides practical tools to help move from strategy to execution, ensuring their policies take effect and work. Deliverology® was developed by the Delivery Unit in Tony Blair’s Ministry to fulfil his election promise of ‘a lot done and a lot more to do’ with a focus on ‘radical’ public service reform.

Effective delivery is essential to modern government and even more important in the current environment of fiscal tightening. Delivery not only drives change and transforms policies, programmes and promises into real-world outcomes, but also builds trust in government. At every level – from central departments to local public service teams – modern government needs public servants who know how to deliver.

The course’s principles, methods, tools and case studies will give you a strong foundation to reach that standard and make an instant impact. You will learn from experts how to apply your knowledge to the priorities you are working on in government right now, as well as have the opportunity to learn from and connect with peers.

Throughout the two-day session, attendees will learn the basics of Deliverology® tools and methods and how to apply them to real-life problems.

Who Should Attend?

This program is targeted at EL1-SES1 equivalent roles:
Public servants working in policy and delivery roles. For policy-makers, the course will help you understand the relationship between policy design and successful implementation.
For those in delivery-focused roles – including public service provision – the course gives you specific methods and tools to lead the successful implementation of policies and programs.

Learning Outcomes

Set foundations for delivery: Set an aspiration for their program or priority. Identifying and assess success indicators and data ecosystems. Assess the capacity of their system to deliver
Plan for delivery: Identify and prioritise evidence-based strategies for delivery. Test their impact through a theory of change. Identify and plan engagement with critical stakeholders through delivery chain mapping.
Drive effective implementation: Plan for and build impactful routines that celebrate success and pro-actively solve problems. Apply structured problem-solving techniques including fieldwork and issues trees. Tell impactful stories of delivery that build momentum and buy in.
Sustain and expand system improvements and impact: Build the capacity of their teams and broader departments. Evaluate the impact of their efforts. Identify key successful program elements to scale and replicate.
Build connection and network: Work alongside peers facing similar challenges to apply theory to real-world examples.

Kate Epstein

Partner and Head of Government | Delivery Associates

Kate Epstein is a public sector leader with a passion for using simple, practical tools to drive progress on complex government priorities. With a background in strategic policy, citizen-centric service delivery and implementation, she brings a deep commitment to equity and outcomes in government. Kate has been applying Deliverology® methods since 2016, supporting initiatives across the Asia-Pacific in education, urban planning, and environmental policy. In New South Wales, she served as a delivery lead in the Premier’s Implementation Unit, working on reforms to improve child safety, government services, and infrastructure delivery. Her previous roles include strategic advisor in the Department of the Prime Minister and Cabinet, and Director in the Customer Experience Unit at the Department of Customer Service — where she led projects on digital service transformation.

Anna Needs

Senior Partner and Chief People Officer | ​Delivery ​Associates

Anna Needs is an experienced leader in public sector transformation with over 20 years working across Asia-Pacific, Europe, the Middle East, and Australia. She brings deep expertise in delivery, political engagement, target setting, and implementation, and is a recognised leader in applying the Deliverology® approach. Anna previously led the Premier’s Implementation Unit in New South Wales, where she oversaw the successful development and delivery of 14 Premier’s Priorities. At Delivery Associates, Anna partners with governments and multilateral organisations to drive measurable improvements in sectors such as education, healthcare, agriculture, and governance—delivering outcomes from faster planning approvals to enhanced vaccine delivery. She currently serves as Director of Asia Pacific and Chief People Officer at Delivery Associates, where she combines executive leadership with strategic people management to strengthen colleague experience and impact.
